SHANE ARABIE
Coucilman, City of Kyle

Shane is a retired member of the United States Marine Corps. He has a Bachelor's in Industrial Technology from Texas State University with an emphasis in Manufacturing Engineering. He has over 20 years experience working in aviation maintenance and is currently the lead supervisor of all research and teaching labs for the Department of Engineering Technology. In 2014 Shane had the honor of being elected District 3 Councilman for the City of Kyle and has since remained on the board.

PAM BAILEY, CMCA, AMS, PCAM
President, CEO, Chaparral Management Company, AAMC

Pam is president of Houston based CMC, Chaparral Management Company, Inc. AAMC® specializing in Community Association Management in northwest Harris and southern Montgomery Counties, and past president of the CAI Houston chapter. She has also served on several CAI National groups and has been the recipient of numerous awards and honors.

JOSEPH BREHM
Communigy Engagement Administrator, City of Round Rock

Joe works closely with all 80 neighborhoods to be a resource for the neighborhood leaders. His  programs such as the Tool Lending Center (the first mobile TLC in the State of Texas), Annual Neighborhood Conference, and neighborhood cleanup programs have received national awards for impact and service to the community. Joseph holds a bachelor’s degree in Justice Studies and a master’s degree in Public Administration from Arizona State University.

STEPHANIE FERRANTE
Chapter Executive Director, CAI Greater Houston

Stephanie joined the chapter April Fool’s day 2010. Prior to becoming the CED, Stephanie served on the Chapter Board of Directors as a Manager Member, where she represented the membership as a High Rise Condominium Manager.

LINDA FREY, CMCA, PCAM
Retired CEO, Severn-Trent PCMI

Linda is founder and former CEO of Planned Community Management, Inc., AAMC, and served as President from 1978 through acquisition by Severn Trent in 2002, continuing as CEO until retirement in 2007. Active responsibilities during these career events included leasing and construction of commercial office space, residential land development with Charter Land and Housing, and marketing and construction oversight of multi-family properties with Treptow-Murphree prior to the founding of PCMI.

BILL HIGGINS, CMCA, AMS
Vice President, Crest Management

Bill joined the firm in 2010. He has a degree from the University of Houston. Bill has over 25 year's experience in customer service management, staff training and development, business process development and improvement and financial management.

JUDY MONGER
Chapter Executive Director, CAI San Antonio

I was born in Chickasha, Oklahoma and raised in Huntington Beach, California. I met and married my husband and traveled the world following him in his diplomatic service positions for the Federal Government. We arrived in San Antonio in 1998. I worked at the Village of West Creek from 1998 to 2009 as first a Receptionist, Assistant Manager and Manager. In 2009 I became the Executive Director of CAI San Antonio Chapter. It has been a wonderful experience to meet some wonderful people. It was my pleasure to serve the CAI Austin chapter.

SCOTT SELLERS
City Manager, City of Kyle, Texas

Scott Sellers graduated cum laude from the Marriott School of Management at Brigham Young University with a Master’s Degree in Public Administration. During his career he has managed the cities of Kyle, Texas, Kilgore, Texas, Montrose, Colorado, and Centralia, Illinois. Scott has been awarded the ICMA Community Sustainability Award, SGR Innovative Thought Leader Award, Public Technology Institute Innovation Award, 3CMA Savvy Award of Excellence, GFOA Distinguished Budget Presentation Award, and ICMA Certificate of Excellence.
